FBU Submits Referendum Response
The FBU has responded to the Scottish
Government consultation on the proposed Referendum Bill,
following our survey of members which indicated that
90% were in favour of the referendum. Our response does
not just consider fire and rescue topics but highlights
many of the wider issues that have their roots in the
inequality in society.

of the Scottish Parliament be put before the Scottish
People in the form of a referendum?

Standards to be Reviewed
Following the "It's About Time"
campaign that FBU Scotland has been running we are pleased
to report that during his speech to the FBU annual conference,
Fergus Ewing MSP - Minister for Community Safety, announced
a review of the need for Scotland wide response standards.
Well received by all delegates the
Minister - the first to represent the Scottish Government
at the conference - acknowledged the FBU campaign with
an invitation for the union to form part of the review.

Acts to Cut Number of Fire Deaths—That
the Parliament congratulates the Finnish Government on
the swift action that it has taken to protect its population
from smoking-related fires by introducing reduced ignition
propensity (RIP) cigarettes from 1 April 2010; commends
the Finnish Government on showing that there is no need
for governments and cigarette manufacturers to drag their
feet on this issue; acknowledges that 41% of accidental
dwelling fire deaths are caused by smokers’ materials
and that smoking products are the leading cause of domestic
fire deaths across Europe, and strongly urges the European
Union to finish the job of setting andimplementing a safety
standard that will protect smokers, their families and
neighbours and firefighters across Europe.

21/1/10 Scottish Government Debate: Scotland’s
Water Rescue Review—
S3M-5573 Fergus Ewing: Scotland’s Water
Rescue Review—That the Parliament welcomes
the findings of Paddy Tomkins’ Independent Review
of Open Water and Flood Rescue in Scotland, which examined
the arrangements and protocols for inland water rescue
in Scotland, and believes that the report’s recommendations
should be carefully considered and acted on in order
to strengthen multi-agency arrangements and ensure that
an effective and proportionate response capability exists
across Scotland.
The Presiding Officer has selected the following amendment
S3M-5573.1 James Kelly: Scotland’s Water
Rescue Review—As an amendment to motion
(S3M-5573) in the name of Fergus Ewing, insert at end,
"that includes adequate equipment and training
being made available to staff required to attend water
and flood incidents."

Welcomes
Nablus Firefighters
After 9 months of fundraising and organising the Fire
Brigades Union is proud to welcome 8 firefighters from
Palestine.
Here in Scotland to undergo three weeks of intensive
training, with a further week in Manchester they will
return to Nablus as training instructors.

Scottish firefighters will recognise the "squad"
photograph on the front steps of the Scottish Fire Service
College - Gullane.
The visit was co-ordinated by FBU Scotland and was
supported by the Scottish Government, SFSC Gullane,
Lothian & Borders FRS, Tayside FRS and many others.

The recent Scottish Regional Committee meeting (20
& 21 August) received and update on the Firelink
from members of the Scottish Government team working
on the project.
The invitation from the FBU resulted in an informative
presentation from those working directly with the scheme.
